Woodforest National Bank Community Development Relationship Manager - Houston in The Woodlands, Texas

The Community Development Relationship Manager (CDRM) is responsible for identifying community development needs for the low and moderate-income (LMI) in assigned assessment area and building relationships with community partners and other resource providers (e.g., other banks, credit unions, universities, local-city-state governments, etc.) involved in meeting those needs. The CRDM is expected to develop and execute lending, investment and service opportunities that are responsive to the needs of the community, are appropriate given the business model of the Bank and to achieve an outstanding level of CRA performance in assigned assessment area(s).

Key Responsibilities:

  • Annually Conduct analysis of community development needs for assigned area of responsibility and form a responsive plan to address specific needs of the LMI, including distressed or underserved communities in assigned assessment area (AA). Document Summaries of partnerships, opportunities and activities in the form of a CRA Performance Context (“PC”). The PC should describe how the Bank’s efforts, in the assigned AA(s), are responsive to the LMI needs in the assigned AA(s) and are in the context of the Bank’s operating business model.

  • Represent the Bank in all aspects of community outreach, including identifying opportunities to increase firm-wide engagement and strengthen the firm's Brand and reputation while coordinating an effective response that leverages the Bank’s capital (both human and dollar).

  • Have and enhance knowledge of, and relationships with, key community influencers such as advocates, policy and civic organizations, local-city-state governments, and other national, regional and local nonprofits that serve the needs of the LMI.

  • Identify and build relationships with community partners involved in meeting community development needs. Assess whether community partners meet the Bank’s community development performance context.

  • Cultivate new business partnerships; arranges site visits and attends fundraisers and community events of partners on behalf of the Bank. Seek opportunities for collaborating with and connecting community constituents.

  • Generate Community Development (“CD”) lending, investment and service opportunities that are responsive to the needs in the assigned AA(s). Look for opportunities to create innovative, complex, flexible, and collaborative CD lending and investment transactions.

  • Seek opportunities for the Bank to add value through our products and services that enhance the relationship across all business lines where possible. Generate “Community Development Dollar” and Small Business Loan transactions through relationships created and referrals submitted by branch network.

  • Collaborate with branch network within assigned area regarding community development referrals, volunteer services and training materials regularly with branch network within assigned area.

  • As appropriate, serve on the boards and committees of not-for-profit organizations whose primary purpose is to serve the LMI in the AA(s) of the Bank; provide they also help deepen the bank’s community engagement. Find suitable Board opportunities for other Bank employees.

  • Prepare summary reports including but not limited to:

    o Community needs assessments, which includes research of economic market considerations, community development organizations, other financial institutions, government and university programs, foundation impact opportunities and an understanding the historical context within the community.

    o Report on progress towards the recommended course of action as to how the Bank is being responsive to the needs of the community within the context of the Bank’s operating model.

    o Regularly report on progress toward meeting the goals in the CDRM’s given AA.

    o Maintain a pipeline of opportunities and monitor and maintain a portfolio of loans and investments in the assigned AA(s).

  • Periodically review all projects and results and compile reports of accomplishments.

  • Perform other job related duties or special projects as assigned.

Competencies Required

  • Strong working knowledge of laws and regulations related to CRA, community development lending products, investment opportunities / vehicles and public support programs.

  • General knowledge of some of the more common tax credit solutions: New Market Tax Credits, Low Income Housing Tax Credits, Historic Tax Credits.

  • Strong working knowledge of Small Business Banking

  • Solid technology abilities, including proficiency with Microsoft office applications (Excel, Outlook, Word, PowerPoint, and SharePoint) and strong internet research skills.

  • Excellent listening, presentation and communication skills, both written and verbal.

  • Strong interpersonal and relationship management skills; ability to foster effective business partnerships with diverse teams.

  • Flexibility to attend evening and weekend events on behalf of the organization.

  • Self-driven and highly motivated; takes pride in meeting and exceeding goals.

Minimum Qualifications/Experience

  • 3-5 years community outreach or banking experience with CRA/LMI/Community Development related consumer products and services.

  • 3-5 years Community Development Lending & Investing experience preferred

  • 1-2 years Community Development and Small Business Loan underwriting experience preferred.

Formal Education & Certification

  • High School Diploma or equivalent required.

  • Bachelor’s degree in Finance, Accounting, Business Management or related field preferred.
